Radio Equipment Class 1 was defined in Article 1 of Commission Decision 2000/299/EC "Establishing the initial classification of radio equipment and telecommunications terminal equipment and associated identification codes (notified under document number C (2000) 938) of 6th April 2000" as follows:
'Radio equipment and telecommunications terminal equipment which may be placed on the market and put into service without restriction will constitute a class. This class is referred to as "Class 1".
The aforementioned Decision is still effective as far as it does not contradict provisions of RED Directive 2014/53/EE. Radio equipment is classified as Class 1 if it can be operated without any restriction in EU, EEA and EFTA.
