EETT is empowered to exercise the full range of investigative, supervisory, and enforcement competences of the competition authority in the markets of electronic communications and postal services.
Its mission is to ensure that undertakings operating in these markets act in a transparent manner and on equal terms.
Its main competences include, in particular, the following:
- Determines infringements of national and EU competition law in the electronic communications and postal services markets, in particular agreements between undertakings and/or abuses of a dominant position (Articles 1 and 2 of Law 3959/2011-available in Greek);
- Examines complaints submitted by natural persons or legal entities and initiates the relevant investigative procedures;
- Carries out ex ante control of concentrations of undertakings, such as mergers, acquisitions, or the creation of joint ventures, in order to assess whether competition is significantly impeded (Articles 5–10 of Law 3959/2011-available in Greek);
- Adopts interim measures where there is a prima facie indication of infringement of Articles 1, 2 and 11 of Law 3959/2011 (available in Greek);
- Conducts ex officio investigations, collects and assesses market data for the prevention and suppression of anti-competitive practices;
- Conducts hearings, ensuring the rights of the undertakings concerned, and imposes fines and administrative sanctions in cases of infringement of competition law (Law 3959/2011-available in Greek);
- Monitors market developments in both sectors, defines strategic priorities, and carries out studies to improve competition conditions, in cooperation with the competent authorities.
- Cooperates with the European Commission and the national competition authorities of the Member States of the European Union (EU), applying Articles 101 and 102 of the Treaty on the Functioning of the European Union (TFEU), in order to ensure the proper application of EU competition law, the conduct of investigations, and the exchange of information.
