Constantin Pavleas was appointed Member of the Plenary of the Hellenic Telecommunications & Post Commission (EETT) on 30 June 2026.
He is a lawyer, Member of the Paris Bar. In 2001, he founded Pavléas Avocats, a Paris-based law firm, where he serves as Managing Partner. He specialises in technology law, artificial intelligence, cybersecurity, data protection and governance, as well as intellectual property. He has extensive experience in technology transactions, strategic partnerships and technology transfer.
He is also involved in the interpretation and implementation of the European regulatory framework for digital technologies and contributes to legal analyses in these fields. Before founding his law firm, he worked at the international law firm Skadden and subsequently in the technology industry, at Gemplus (later Gemalto), where he was involved in international transactions and strategic partnerships in the Asia-Pacific region. He also worked at Sybase, Inc as Legal Director for Southern Europe.
Alongside his legal practice, he contributes to education and knowledge dissemination in the field of digital technology law. He served as coordinator of the “Digital Law and Intellectual Property” programme at HEAD Law School in Paris, from 2018 to 2025. He also lectures on subjects relating to data protection and governance, intellectual property and technology-related dispute resolution in the field of emerging technologies.
Constantin Pavleas graduated from Paris 1 Panthéon-Sorbonne University and King’s College London, where he completed a dual degree programme in French and English law.
