Responsibilities

EETT is responsible for: 

  • Recording the reception capability of digital television signal across the Greek territory.
  • Monitoring whether digital broadcasts by the two network providers take place in the specified frequencies and at the broadcasting centers defined in the Terrestrial Digital Television Broadcasting Frequency Plan. In the event of an infringement, it may impose penalties (Law 4727/2020, Article 138).
  • Granting network providers licenses for antenna constructions for terrestrial digital television broadcasting for the installation and operation of their networks. In the event of an infringement, it may impose penalties (Law 4635/2019, Article 37).
  • Investigating complaints filed by providers and citizens regarding the existence of interferences in digital television and intervening to terminate them.
  • Carrying out measurements to identify interference-related issues arising from broadcasts of neighboring countries.
  • Monitoring, specifically in the case of DIGEA-Digital Provider Inc, its compliance with its obligations based on the granted right, focusing on the following:
    • The roll-out of its network, based on the timetables and technical specifications defined in the Terrestrial Digital Television Broadcasting Frequency Plan (available in greek).
    • Adequate provision of television signal to the geographical areas that are required to have digital coverage (in accordance with the Terrestrial Digital Television Broadcasting Frequency Plan).
    • Uninterrupted and consistent broadcast quality of licensed television broadcasts approved per area/region by the National Council for Radio and Television (NCRTV) and unimpeded access of the television audience to its network and provided services.
    • Ensuring minimum nuisance of the general public during network roll-out, as well as the provision of information in a timely manner prior to any scheduled maintenance works and changes in the network (imposed by any modifications in the Frequency Plan).

      Where the above-mentioned obligations are not met, EETT may impose penalties (Law 4727/2020, Article 138).

ERT S.A. is required to ensure full geographic coverage across the Greek territory. EETT is not responsible for monitoring the roll-out and development of the network of ERT S.A. or the quality of provided services.  In addition, it is not responsible for any content-related issues.  The competent authority for the broadcast program and compliance with the general principles of provided content is the National Council for Radio and Television (NCRTV).
