Operation start date of EETT’s Spectrum Management System

EETT announces that the start date of operation of its Spectrum Management System (SMS) is the 29^th of January 2024. From that date, SMS Web Portal will be accessible via the web address https://myspectra.eett.gr/.

This communication is made in accordance with the relevant provision of paragraph 1 of Article 11 of the EETT Decision 1075/5/12-6-2023 “Regulation on the Rules of Operation of the Spectrum Management System (SMS) of the Hellenic Telecommunications and Posts Commission” (Governmental Gazette 4378/B/07-07-2023), following the Decision of EETT 1095/2/18-12-2023 “Determination of the day of operation of the Spectrum Management System (SMS) of EETT and of the web address of the SMS Web Portal”.

It should be noted that according to the provisions of the EETT Decision 1075/2/12-6-2023 “Regulation on the Use and Issuing of Radio Spectrum Rights of Use under a General Authorization Regime for the Provision of Electronic Communications Networks and/or Services” (Government Gazette 4313/B/06- 07-2023) after the start of operation of SMS:

• Holders of Radio Spectrum Rights of Use shall be registered on the SMS Web Portal, following the relevant instructions.
• The electronic submission of applications through the SMS Web Portal, such as for the granting, modification, revocation, renewal and non-renewal of rights to use radio spectrum, will be mandatory.

The SMS is a specialized information system that will support EETT in exercising its responsibilities related to spectrum management deriving from the provisions of Law 4727/2020 and Law 4070/2012. SMS operation is regulated by the Decision of EETT 1075/5/12-6-2023 “Regulation on the Rules of Operation of the Spectrum Management System (SMS) of the Hellenic Telecommunications and Posts Commission” (Governmental Gazette 4378/B/07-07-2023). SMS operation is an important development for radio spectrum management in Greece, as it will contribute to:

• More efficient and faster provision of services to operators and user groups that base their economic activity on the use of radio spectrum.
• Optimum utilization of EETT’s resources, in terms of human resources and technological equipment.
• Acceleration of investments and telecommunications market development.

The SMS Web Portal is the platform for online access to SMS for the holders of radio spectrum usage rights and for those interested in submitting requests for granting radio spectrum usage rights. The SMS Web Portal supports all relevant requests and procedures for the management of radio spectrum usage rights and of related fees, including the issuance and management of the relevant administrative acts.

In particular, through the SMS Web Portal, registered users can submit electronic requests for the granting, modification, revocation, renewal and non-renewal of radio spectrum usage rights, as defined in Article 7 of EETT Regulation on Radio Spectrum Assignments.

A complete list of the radio communication services and applications for which the above-mentioned requests are submitted through the SMS Web Portal is listed in Appendix II of the Regulation on SMS Rules of Operation.

In addition, registered users have the possibility through the SMS Web Portal:

• To have access to all the license documents granted to them through SMS, including those that cease to be in force,
• To be informed about the status of the requests they have submitted to SMS Web Portal and to receive relevant updates via e-mail,
• To manage the administrative fees and the fees for the use of radio spectrum. It is clarified that all payments are made through EETT’s bank accounts, without the involvement of SMS, which implements mechanisms that facilitate the management of fees and the issuance of relevant documents,
• To manage the libraries of the master data they use repeatedly in their applications (station locations, antennas, equipment),
• To manage the details of the organization they represent and to register additional users of their organization on the SMS Web.
