Collection of Electronic Communications and Postal Services Market Data through the MMS

According to the Regulation on the regular Data Collection (available in Greek) and in the context of launching the Market Data Collection Surveys (MDCS) for the Electronic Communications and Postal Services markets from 2026 onwards, EETT would like to remind all obligated providers of the following:

  • Each obligated provider is required to complete all market monitoring questionnaires relevant to its activities during the reference year covered by the questionnaires.
  • Obligated providers must submit the relevant market monitoring questionnaires to EETT, duly completed in Greek, taking into account the standard questionnaire templates for each MDCS, the submission instructions, the questionnaire-specific completion guidelines, and the annual submission timetable.
  • Market monitoring questionnaires for each MDCS must be submitted exclusively in electronic form via the Market Monitoring System (MMS), after first downloading the standard questionnaire template for the relevant MDCS. Please note that questionnaires submitted in a modified format or structure will not be accepted by the MMS and will be considered invalid.
  • To register with the MMS, each obligated provider must send the completed Administrator Form to EETT at report@eett.gr. This form designates the Provider’s Administrator, who is solely responsible for creating and managing the provider’s other users and assigning their respective roles. Please note that each administrator or user may belong to one provider only. The registration and management of each provider’s users are carried out exclusively by its designated administrator(s).

Any communication regarding the submission of a questionnaire for a specific MDCS should be made through the “Comments” section of the MMS.

Please also note that the Administrator Form, as well as the supporting material (instructional videos) for the MMS, are available on the MMS login page.
