OPEN TENDER 
PROCEDURE            

 Hellenic Telecommunications and Post Commission (EETT) announces the opening
of the tender procedure for the Project “Integrated Spectrum Management Information System with
Platform for Electronic Submission of Requests”.

The project is part of the Operational Program “Competitiveness Entrepreneurship and Innovation
(EPAnEK) 2014-2020” and is co-financed by national resources and the European Regional Development
Fund (ERDF) of the European Union.

AWARD PROCEDURE:

The tender procedure will be conducted in accordance with the open procedure of article 27 of
law 4412/2016, using the platform of the National Electronic Public Procurement System (NEPPS).

    
2.   SCOPE
OF THE CONTRACT:

The scope of the contract is the development of a modern, integrated Spectrum Management
Information System, capable of supporting EETT in all the operations required for the granting of
rights of use for radio frequencies electronically to enterprises, public organizations and
citizens. The new system will support EETT in all its responsibilities with regard to the
maintenance / management activities of the National Radiocommunications Register, the management of
the radio spectrum and the granting of rights of use for radio frequencies.

The services to be provided are classified under the following codes of Common public
Procurement Vocabulary (CPV): 72212517-6 and 72000000-5. The software and equipment to be
procured are classified under the following CPV codes: 48100000-9, 48781000-6 and 48820000-2.

The scope of the contract can be altered in content and duration as follows:

a) award of the contract for a quantity greater than a percentage or equal to a percentage as
follows: 15% in the case of the largest quantity and 50% in the case of the smaller quantity.

b) modification of the original contract, according to the options described in the tender
procedure documents, with an increase of up to 70% of its scope and budget, that will be financed
by EETT

    
3.   BUDGET:

The budget of the contract, without the options, amounts to two and a half million
euros (2.500.000,00 €), including VAT 24% amounting to four hundred eighty-three thousand eight
hundred seventy euros and ninety-seven cents (483.870,97 €) (budget without VAT: two million
sixteen thousand one hundred twenty nine euros and three cents (€ 2,016,129.03)).

The options amount to one million seven hundred and fifty thousand euros (€ 1,750,000.00)
including 24% VAT of three hundred thirty-eight thousand seven hundred nine euros and
sixty-eight cents (€ 338,709.68) (budget excluding VAT: one million four hundred eleven
thousand two hundred ninety euros and thirty-two cents (€ 1,411,290.32))

5.   ALTERNATIVE OFFERS
:

No alternative offers or offers for part of the requested services are accepted.

    
6.   DURATION:

The duration of the contract starts from the date of its signature and is set at
eighteen (18) months from that date

    
7.   TENDER procedure
DOCUMENTS
:

a) Interested parties may obtain the tender procedure documents through the platform of the
National Electronic Public Procurement System (NEPPS),
www.promitheus.gov.gr.   All communication in relation to the
tender process and in particular the electronic submission, are performed through NEPPS
platform, www.promitheus.gov.gr.

b) Deadline for clarification requests: twelve (12) days before the offer
submission deadline. Clarifications will be provided through the NEPPS portal 
www.promitheus.gov.gr, six (6) days
before the offer submission deadline, at the latest.

    
8.   OFFERS
:

a) Offer submission:   Candidates may submit their offers electronically via the
portal
www.promitheus.gov.gr by the closing
date. In order to participate in the tender procedure, interested economic operators are
required to have a digital signature, issued by a certified authority, and to register in the
electronic system (www.promitheus.gov.gr) following the
registration process.

b) Offer Language:   Greek.   

c) 
Deadline 
for offer submission: 10-6-19 at 13: 00.

ELECTRONIC OPENING OF OFFERS 
: 10-6-19 at 14 : 00, using NEPPS platform,
www.promitheus.gov.gr.

    
9.  PERIOD DURING WHICH CANDIDATES ARE COMMITTED BY THEIR
OFFERS: eight (8) months, starting from the day next to the offer
submission deadline.

    
10.  AWARD CRITERIA: Price is not the only award criterion and all
criteria are stated only in the tender procedure documents.
