The research project for which access to data of very large online platform/search engine providers is requested must contribute to the identification and understanding of systemic risks in the EU and the assessment of the effectiveness of measures taken by providers to mitigate them.
The systemic risks for which access to data may be provided are the following (Article 34(1)):
- Dissemination of illegal content.
- Negative effects on the exercise of fundamental rights, and specifically, concerning the following:
- Human dignity.
- Respect for private and family life.
- Protection of personal data.
- Freedom of expression and information.
- Non-discrimination.
- Respect for minors’ rights.
- A high level of consumer protection.
- Negative effects on public discourse and electoral processes, as well as on public security.
- Negative effects in relation to the following:
- Gender-based violence.
- Protection of public health and minors.
- Serious consequences for personal, physical, and mental well-being.
