In order to be awarded the status of “vetted researcher” and get access to non-public data of very large online platforms/search engines, within the framework of your research project, you must follow the steps below:
Step 1
Register on the European Commission’s Data Access Portal (DSA Data Access Portal).
Step 2
Submit an application for data access through the Portal, filling in the required fields and attaching the relevant supporting documents (including the information/documents mentioned in the “Required Information/Documents for Application Submission“).
Select the authority to which you will submit the application:
- The Hellenic Telecommunications and Post Commission (EETT), if the research organization you are affiliated to is established in Greece,
- The Digital Services Coordinator of the Member State where the provider from which you are interested in retrieving data is established. This specific Coordinator is named “Coordinator of Establishment”.
Important note
In the event that you are interested in retrieving non-public data from more than one provider, you must submit a separate application for each provider.Step 3
The final decision to award a researcher the status of ‘vetted researcher’ lies within the competence of Digital Service Coordinator of establishment. The decision is communicated to the European Board for Digital Services, the European Commission, and to EETT only if the application was initially submitted to EETT. You are also informed about the decision.
If the final decision is positive, the Digital Services Coordinator of establishment submits a reasoned request to the provider of very large online platform or very large online search engine to give access to specific data.
In the event that provider is unable to provide the data concerning the type, the quantity, or the format of the request, the provider may request the Digital Services Coordinator of establishment to amend the request. Following a consultation process, the Digital Services Coordinator of establishment, as the competent authority, submits the final reasoned request, with which the provider must comply and provide access to the requested data without undue delay. It is noted that the Digital Services Coordinator of establishment has the option to seek the opinion of experts.
