Complaint submission for Intermediary Digital Services

Complaints shall be submitted only in cases where providers of intermediary digital services infringe the Digital Services Act (Regulation (EU) 2022/2065 Digital Services Act-DSA), Article 53.

Please fill in and submit the form below regarding the issue you are experiencing with an intermediary digital service. Prior to submitting your complaint, it is recommended that you consult the responsibilities of the Hellenic Telecommunications and Post Commission (EETT), as the matter you wish to report may not fall within EETT’s remit.

Important note

EETT:

  • Assesses whether providers comply with the obligations set out in the Digital Services Act to address illegal content, e.g., whether they provide users with accessible tools/mechanisms to report illegal content.
  • Does not determine whether specific content is illegal, nor does it have the authority to take action for the removal of illegal information/services/products.
  • Is not responsible to resolve disputes arising from decisions made by providers regarding reports of illegal content or restrictions imposed on users.
  • Supervises and enforces exclusively the obligations laid down by the Digital Services Act and is not responsible for enforcing other legal frameworks applicable to intermediary digital services (e.g., legislation on e-commerce, consumer protection, product safety, protection of personal data, intellectual property rights, or related rights).
  • Will not review complaints that are anonymous/unsigned or vague/manifestly unfounded.
  • Commits to protecting and respecting your privacy in handling your complaint and to complying with the General Data Protection Regulation (Regulation (EU) 2016/679).

For your convenience, it is advised that you submit your complaint directly to the provider of the digital service in cases where:

  • You have identified illegal content.
  • You disagree with a decision taken by the provider regarding illegal content that you reported.
  • You disagree with restrictions imposed by the provider on content you have uploaded or on your account.



By submitting your complaint, you consent to the following:

  1. You have read and accepted EETT’s Privacy and Data Protection notice.
  2. You authorize EETT to forward, where necessary, the following: (a) your personal details to the provider of the digital service to which the complaint refers to, and (b) the information related to your complaint to other bodies (such as the European Commission, national competent authorities, or Digital Services Coordinators of other Member States) that may undertake the case.
  3. You agree that EETT may contact you via email/telephone for the purpose of obtaining clarifications or requesting additional information.
