Publication of a study by the OECD Network of Economic Regulators regarding the actions of Regulatory Authorities to deal with the impact of Covid-19 pandemic into the markets of the network industries.

The Network of Economic Regulators (NER) of the Organization for Economic Co-operation and
Development (OECD) released recently
a
study on the actions of Regulators within their responsibilities to address the problems caused by
the COVID-19 pandemic on the markets that they regulate, control and supervise. We remind that
“ΝΕR”, which is an affiliate body of the OECD Regulatory Policy Committee, deals with the markets
of network industries, e.g. energy, telecommunications, transport, water supply, etc. The OECD
experts prepared the above study based on the relevant reports / responses sent by the Regulatory
Authorities of the member countries. According to the study, the actions of the Regulatory
Authorities are grouped in 3 categories: 1) immediate emergency measures in order to ensure the
continuation of the functioning of markets and the provision of at least, the necessary services to
users/consumers, 2) adaptation of regulatory practices , in order to alleviate some regulatory
constraints imposed on providers, 3) adoption by the Regulators, of more flexible management
practices to ensure better coordination of actions and faster decision-making. Finally, the study
addresses the long-term strategy for improving regulatory efficiency, and the structure of markets
and investments in network infrastructure projects.
In the chapter of the study for Greece, EETT participated through its representation in “NER”
with a written intervention, which mentions the actions of EETT in combination with the main
actions of the State in the field of electronic communications.
