Public Consultation on the Open Tender Draft Document for the Project “Development of a network consisting of fixed and mobile spectrum monitoring stations, a wireless digital voice communication network and a wireless data network”

Hellenic Telecommunications and Post Commission (EETT) will conduct an Open Tender for the
Project “Development of a network consisting of fixed and mobile spectrum monitoring stations, a
wireless digital voice communication network and a wireless data network”. The tender will be
conducted in accordance with the open procedure of article 27 of law 4412/2016, using the platform
of the National Electronic Public Procurement System (ΕΣΗΔΗΣ).

The object of the tender is the development of a network consisting of fixed and mobile spectrum
monitoring stations, a wireless digital voice network and a wireless data network, as well as the
provision of training services to Contracting Authority personnel, and support/maintenance services
for the warranty period and an additional period of five (5) years after that. The tender is
divided into the following three independent sections:

Section 1:

Supply and installation of equipment for the development and operation of a technologically
innovative, modern and geographically extensive Spectrum Monitoring System, which will consist of a
total of one hundred and sixty (160) Fixed Monitoring Stations (FMS), in combination with the
supply of ten (10) Portable Monitoring Stations (PMS), as well as six (6) Mobile Monitoring
Stations (MMS) on specially modified 4 x 4 flexible vehicles. The Monitoring System will support a
set of functions related to radio spectrum monitoring, to geolocation and to analysis, recognition,
categorization and demodulation of received signals. The FMSs will be installed in existing
structures (pillars, masts, buildings) in various locations around Greece. The monitoring stations
will be locally, but also remotely managed through appropriate software, which will be installed in
a virtual infrastructure with high processing power, accessible from the workstations in the
Control Centers of the Contracting Authority.

Section 2.

Supply and installation of equipment for the development and operation of a Wireless Voice
Communication Network based on D.M.R. in order to support, in the field, the operations of the
spectrum monitoring personnel, and is expected to cover most of the Greek Territory.

Section 3.

Supply and installation of equipment for the development and operation of a Data
Communication Network based on microwave radio links, which will ensure the interconnection of FMSs
and repeaters of the voice communication network with their Control Centers, supporting the
seamless and secure transfer of spectrum monitoring data and voice data.

The Contracting Authority, under the contract (per section) will assign to the Contractors the
supply, installation and commissioning to operation of all the necessary specialized hardware and
software, as well as the implementation of the necessary support subprojects and services, and the
training of the Contracting Authority’s personnel, as a “turnkey solution” project.

Moreover, in the objectives of the contract for each one of the aforementioned sections, are
included the provision of maintenance and support services for a two (2) years duration warranty
period and an additional five (5) years duration maintenance and support services period following
the warranty period.

The present tender concerns Subproject 7 of project “Development of an innovative Extended
Spectrum Monitoring System for boosting entrepreneurship in the electronic communications sector”
which is part of the Operational Program “Competitiveness Entrepreneurship and Innovation (ΕΠΑνΕΚ)
2014-2020” and is co-financed by national resources and the European Regional Development Fund
(ERDF) of the European Union.

Hellenic Telecommunications and Post Commission (EETT) is launching a public consultation on the
Open Tender Draft Document for the Project.

Interested parties are invited to submit their remarks on the draft tender document and in
particular on the following issues:

  • terms for participation in the tender,
  • award criteria,
  • tender procedure,
  • technical specifications,
  • terms of the contract,
  • budget and project timeplan.

Responses must be submitted stating the respondents’ details and affiliation, in Greek or in
English, electronically through ΕΣΗΔΗΣ, within 40 days of the posting of the Public Consultation on
ΕΣΗΔΗΣ site.

Any anonymous responses will not be considered. Responses will be published unedited. In case
that the responses contain confidential information, they should be placed in a special Annex, so
that they will not be published.

In any case, EETT’s obligation to maintain confidentiality does not affect its responsibility
to make available the information that is necessary for the performance of its tasks or where this
is required under a control carried out by Greek or Community authorities.

Participants in public consultations of EETT are aware and agree that any personal data

The responses to the public consultation should be marked as follows: Public Consultation on the

During the public consultation process, explanatory answers concerning the procedure and not the
context of the public consultation will be provided by EETT in response to interested parties’
questions. These questions should be submitted electronically to the e-mail address
sefe@eett.gr and should contain the interested
parties’ details and affiliation.
