Open International Electronic Tender for the Project “Procurement, Installation and Commissioning of a Fixed Direction Finding HF Station”

The object of the tender is:

a) procurement, installation and commissioning of a fully operational fixed station for
monitoring, direction finding and geolocation in the HF frequency band. The station should be
designed and delivered as a complete system including the required monitoring measuring equipment
(monitoring receiver) together with its corresponding antenna system, and the required direction
finding and geolocation measuring equipment (consisting of at least nine (9) receivers) together
with its corresponding antenna system (consisting of at least nine (9) antennas). The station
should be able to cover the frequency band from 500 kHz to 30 MHz for monitoring measurements and
from 1 MHz to 30 MHz for direction finding and geolocation measurements, while at the same time it
should use Single Station Location (SSL) technique. Also, the requirement of multi-signal direction
finding at the same central frequency should be integrated into the functionality of the station
(described as “advanced resolution techniques” in the ITU Handbook Spectrum Monitoring of 2011).
Procurement and installation of a backup power generator and an uninterruptible power supply (UPS)
system is also included.

b) procurement and installation of a computer unit in the control center of the Contracting
Authority premises in Athens with the necessary software and hardware and the procurement of four
(4) laptops with the necessary software and hardware.

c) procurement and installation of four (4) full duplex microwave links for the interconnection
of the station with the Contracting Authority premises in Athens.

d) procurement and installation of analysis, recognition, categorization and demodulation of
receiving signals software.

e) theoretical and practical training services for using hardware and software of the
station.

f) maintenance and support services for both the Warranty Period and the Maintenance Period
(five (5) years after the end of the Warranty Period).
