Less regulation and more flexibility will boost the development of telecommunications in Europe

Dr. Leonidas Kanellos, President of EETT and the Body of European Regulators for Electronic Communications (BEREC), in an interview published in Spain’s newspaper «El Pais», expressed his
reservations about the possible establishment of a single Regulatory Authority that will regulate all market sectors as well as  about the imposition of additional regulations on over-the-top players.

Among other things, Dr. L. Kanellos stated that “I am convinced that the work of each Regulatory Authority requires strong expertise. A single regulatory authority supervising almost all sectors
of the economy such as energy, transport, competition, telecommunications, broadcasting, gambling, etc., cannot efficiently meet the challenges of today’s markets, as the legislation and its
practical implementation vary between sectors and industries.”

Regarding the debate on the regulation of the internet “giants”, Dr. L. Kanellos believes that “ a regulator’s duty is to promote effective competition in organized markets. To this end, there is
no need for additional – but instead less – regulation, so that the traditional European operators would diversify their investment and business activity to compete in equal terms with the so-called
over-the-top players.”
