Procedure for provider designation

For the designation of a Universal Service provider or providers, EETT:

  • Invites providers of electronic communications networks/services to express interest in providing the Universal Service or elements thereof (submitting all necessary information and documents based on the call for expression of interest). 
  • If at least one or more providers express interest and the relevant criteria are met, EETT selects, though a tender procedure, the provider/providers who will assume the relevant obligation. EETT defines the terms of the tender, which are communicated to the applicants prior to the launch of the procedure.  
  • If no provider expresses interest or they do not meet the conditions laid down in the call for expression of interest:
    • The provider having Significant Market Power in the market for access to the public telephone network at a fixed location for residential users will be designated as the Universal Service Provider. If more than one providers have Significant Market Power, the provider with the largest share in this market will be designated.
    • If no provider has Significant Market Power in the market for access to the public telephone network at a fixed location for residential users, the provider having the largest share in this market will be designated as the Universal Service Provider.
