Dimitrios Varoutas, Chair

Professor Dimitrios Varoutas has been appointed Chair of the Hellenic Telecommunications & Post Commission (EETT) in May 2026.

He served as Vice Chair for Electronic Communications of EETT from February 2020 to April 2026. He also served as Deputy Vice President and Member of the Plenary of the Hellenic Authority for Communication Security and Privacy (ADAE) from 2007 to 2016 (Jan.).

He is Professor at the Department of Informatics and Telecommunications of the National and Kapodistrian University of Athens (NKUA), where he has taught since 2005. He holds a Jean Monnet Chair in European Digital Policies, awarded by the European Union (EU) in 2025.

In the context of his academic role, he has participated in research and development projects funded by the EU or national resources from 1993 to the present. He has also coordinated and contributed to projects addressing techno-economic and regulatory issues related to fixed broadband and mobile networks on behalf of the Greek Government and other public bodies, including the EETT.

His academic expertise and research focus on electronic communications, technoeconomic analysis of networks and services, and also regulatory issues concerning Information and Communication Technology (ICT) infrastructures areas. He has authored more than 170 publications in peer-reviewed journals and conferences. He is also member of the scientific committees of journals and conferences and speaker in international organizations on topics related to broadband network development and electronic communications policy. He is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE).

Professor Dimitrios Varoutas holds a degree in Physics, an MSc in Electronics and Radio Engineering and a PhD in the design and techno-economic evaluation of optoelectronic systems from NKUA.
