The Hellenic Telecommunications and Post Commission (EETT) has released on July 26, 2011, the Information Memorandum which describes the proposed process for the granting of rights of spectrum use for mobile services, in the bands of 900 MHz and 1800 MHz. The public consultation with respect to the proposed process will run from July 26, 2011 until September 9, 2011.

The procedure described in the draft Tender Document (full version is available in Greek on the EETT website www.eett.gr) will result in the administration of:

  • 14 blocks of 2 x 2,5 MHz in the radio frequency band of 900 ΜΗz and (Spectrum cap is set to 2 x 15 MHz)
  • 4 blocks of 2 x 5 MHz in the radio frequency band of 1800ΜΗz.(Spectrum cap is set to 2 x 35 MHz) 

The license term for all 900 MHz blocks is set until September 29, 2027, whereas the term for the 1800 MHz blocks is set to 15 years from the date of granting.

EETT proposes a mixed system of granting of rights, organized in two stages: In the first stage, a minimum spectrum is reserved for the existing network providers in order to secure continuity and future enhancement of their broadband services; In the second stage, the remainder of the spectrum is administered through a multiple rounds auction process with increasing price.

Successful bidders will be granted the right to continue using 2G, but also other mobile technologies such as UMTS (3G) and LTE and WiMax (4G) mobile broadband technology systems, based on the technical measures adopted, pursuant to EU Directive 676/2002/EC.

The proposed Reserve Price represents the minimum valid Bid of the auction per radiofrequency block. The reserve price is presented in the following table:
