OPEN PUBLIC TENDER
The National Telecommunications and Post Commission of Greece (EETT) initiates a
public tender for the undertaking of a study on “The determination of the level of competition in
the fixed to mobile termination market – Regulatory intervention according to the new regulatory
framework of the E.U”.
The project has two main directions:
a) the determination of the relevant market for call termination for calls originating from
a fixed network and terminating to a mobile network under current circumstances as well as in the
future, and the determination of the level of competition in that market,
b) the development of an effective costing model in determining the cost of terminating a
call in Greece, and recommendations for the most appropriate form of regulatory intervention.
Furthermore, the contractor will conduct two (2) seminars for EETT staff, in relation to the
above mentioned topics.
The budget for the project shall not exceed the amount of 190,000 euro, excluding
The project should be completed in a period of five (5) months.
All documents relevant to the submitted offers and all reports should be written in Greek.
Evaluation criterion is the best offer, as defined in paragraph 17 of the Terms of Reference
Document, and the financial offer.
Working experience on projects where the interconnection charges were calculated using the
long run incremental cost (LRIC) model
Working experience on projects where the level of competition was determined in a
telecommunications market and/or the level of market power was determined in that market.
Relevant working experience will also be taken into consideration.

of 100 euros. Interested parties should deposit the aforementioned fee at EETT’s account in

the undertaking of the study on “the determination of the level of competition in the fixed to
mobile termination market – regulatory intervention according to the new regulatory framework of
the E.U” and submit the receipt of the transaction to EETT’s accounting department in order to
acquire the tender documents.
