1. How can I become a Registrar for .gr Domain Names?
If you wish to become a Registrar for .gr Domain Names, you have to submit the Registrar Notice and the required documents to EETT.
The Registrar Notice shall be submitted through the Electronic Application Submission for Providers of Electronic Communications. (https://www.services.eett.gr/aitisis/index.do)
Τhe Registrar must send electronically all the necessary documents according to the Registrar Notice to EETT via the Electronic Application Submission for Providers of Electronic Communications.
The person submitting the Registrar Notice gets the rights of a Registrar on the date the notice is posted to the list of Registrars available on EETT web pages.
In order to connect to the Registry Applications, a Registrar needs to successfully complete tests using the system alerts in cooperation with the Technical Staff of the Registry.
A Registrar is required to activate the connection with the Registry within three (3) months from the posting of the Registry.
Until the account is activated, a Registrar is presented on EETT's website as inactive. If a Registrar is not activated within three (3) months, EETT deletes the non active Registrars from the website.

2. How do you obtain access to the Electronic Application Submission for Providers of Electronic Communications?
You should:

3. Who can become a Registrar for .gr Domain Names?
Persons or any type of legal entities governed by the laws of an EU Member State. For any person or legal entity, whose residence or registered offices are located in an EU Member State, the Notification must be accompanied by the appointment of an attorney in law in Greece.

4. What criteria have to be met in order to become a .gr Domain Names Registrar?
The Registrars shall be required:
a) to abide by the templates of Annexes V to X attached hereto, as well as by Annexes XIII and XV attached hereto, and particularly to demand from Registrants to submit the relevant solemn statements described therein, with the content specified therein.
b) to have a website and to provide contact information details in full as well as a customer service number that shall operate on working days from 9:00 am to 4:00 pm.
c) to use a subsystem of the Register for the payment of the legal fees
d) to have (at least two) Domain Name Servers of their own and to ensure the proper function of these servers for the provision of services to the Registrants upon request, as well as for their network connection with the Internet Domain Name System.
e) to be equipped with the hardware and software required for the maintenance of the archive file including the data of the Registrants they serve as well as ensure the proper operation of this system
f) to have the human resources necessary to serve the expected number of Registrants, in order to ensure the smooth  processing  and  checking  of  the assignment  declarations and other acts on Domain Names within the deadlines provided for in the Regulation.

5. Is there any fee to become a .gr Domain Names Registrar?
There is no fee in advance.

6. What are the regular fees a Registrar should pay to EETT?
For any of the following actions

  • Assignment of a domain name,
  • Activation of a reserved domain name,
  • Transfer of an assigned domain name,
  • Alteration of the name of the owner of an assigned Domain Name,
  • Alteration of the name/brand name of the owner of an activated reserved Domain Name,
  • Renewal of an assigned or activated reserved domain name,

the Registrar shall pay to EETT 12.50 Euros.

For the payment of legal fees, the Registrar shall use a subsystem of the Register. Through this system, the fees paid by the Registrar to ÅÅÔÔ shall be converted in and matched with equivalents of chargeable operations (units). The total units shall correspond to the deposited amount of money based on the formula "integral number of units = deposited amount / cost of chargeable act". Any remainder shall remain outstanding until the next deposit made by the Registrar, and at that time it shall be added to the new fees paid and the above formula shall be reapplied. The units calculated shall correspond to chargeable acts that the Registrar may carry out in the Register. The Register can proceed with the acts corresponding to the calculated units at any moment without any time restriction.
The units shall be reduced per each chargeable act taken by the Registrar. The Registrar shall have the right to carry out chargeable acts in the Register while having zero units for a period of five (5) calendar days. These acts shall be calculated as negative units. Upon the expiration of the above period, the Registrar's ability to carry out chargeable acts in the Register shall be discontinued on the next working day at 3:00 pm. To reacquire the right to carry out chargeable acts, the Registrar shall be required to pay to ÅÅÔÔ the fees relevant to the corresponding amount of the total of negative units it has carried out in addition to at least one additional unit.

7. May Registrars require payment of fees and other transactions of domain names other than the above?
Yes, the Registrar may require payment of fees by the Registrant for other transactions of domain names other than the above.

8. Do I have to pay the above mentioned fees even if the registration declaration is void?
No, in that case the credits are returned through the system.

9. Is there a maximum price I can charge the assignment, renewal, transfer e.t.c. of a .gr domain name?
Yes, the Regulation on Management and Assignment of .gr Domain Names sets the maximum prices that a Registrar can charge for services related to .gr Domain Names.

10. Is there any fee for the change of a Registrar?
The new Registrar may require the Registrant to pay the fees for the Change of Registrar procedure.

11. Are there any templates of declarations that I should use? 

Yes, the Regulation on Management and Assignment of [.gr] Domain Names includes templates of Declarations.

12. Within how much time do Registrars have to forward the Declarations to  the Registry?

13. Am I entitled to revoke an application related to a .gr Domain Name?
The Registrar may revoke an application for the assignment, transfer or change of name of a .gr domain name within 5 days from it's submission to the Registry, if, by then, the Registrant has not paid the fees required. In this case, the application is not examined by EETT.
 
14. Do I have to provide any specific information to Registrants before submitting the Registration Declaration?
The Registrars shall be required to notify the Registrants by any suitable means and in any case prior to the submission of a registration declaration, and to publish on a conspicuous location on their website:
a. that the time priority of the registration declarations submitted by the Registrants is only ensured upon the assignment of a reference number to them by the Registry, and not upon their submission to the Registrar; and
b. their method of communication with the Register and the period required for a submitted registration declaration to be forwarded to the Registry and be assigned a reference number, which in any case must not exceed one (1) working day, as defined in paragraph 4 of the present Article.
Failure to meet this obligation constitutes a reason for deleting the Registrant from the list of Registrars.

15. Do I have to keep all the documents related to a .gr domain name that are provided to me by its Holder?
Registrars are obliged to maintain all the documents that Registrants submit to them, the corresponding receipts for the payment of fees as well as other documents sent to the Registrar by the Registry or by EETT relevant to the corresponding .gr Domain Names. EETT, may at any time, require Registrars to furnish any of the original documents kept by them concerning .gr Domain Names. Registrars forward the requested documents to EETT within 24 hours.

16. How can I verify that the person declaring the change of the corporate name of a domain name holder or the transfer is the owner of the domain name?
Either by checking the authorization code and / or other designation of the identity of the institution (social security number, personal identification number etc.) or through the use of advanced electronic signature based on qualified certificates.

17. Am I allowed to refuse to provide services regarding the assignment of .gr domain names?
Registrars shall not refuse to provide services regarding the assignment of .gr domain names without reasonable cause.

18. What do I have to do in case I wish to cease operating as a .gr Domain Names Registrar?
In the event that a Registrar wishes to cease operating as such, then the Registrar must inform at least 90 days in advance the Registry, EETT and its Registrants in order to transfer to another Registrar in time.  The Registrar is also obliged to take every action needed for the transfer. If a Holder or Registrant does not collect the relevant documents within the above mentioned deadline and does not specify another Registrar within the same deadline, the Registrar destroys the documents and informs EETT in order to revoke the Assignment and direct the Registry to proceed to the deactivation of the .gr Domain Name.
