Until May 2004 head of unit for Internet related services, with responsibilities in the areas of Internet naming and addressing and cyber-crime. Co-author of the Directive on the protection of personal data (1995), the Communication on illegal and harmful content on the Internet (1996), the draft Regulation on a .EU domain name(December 2000), the Communication on management of the Internet (March 2000) and the Communication on Computer Crime (January 2001). Author of the Green Paper on public sector information (January 1999) and the Framework Decision on Attacks Against Information Systems (January 2002).
